“The San Pablo Police Department has utilized an Automated License Plate Reader (ALPR) system to locate stolen vehicles and wanted persons associated with known vehicles. The San Pablo Police Department stores all data records associated with the ALPR program on secure servers. It is the policy of the San Pablo Police Department to utilize ALPR technology to capture and store digital license plate data and images while recognizing the established privacy rights of the public. The San Pablo Police Department has strict guidelines and policies regarding the use, storage, dissemination, and retention of ALPR records. In compliance with SB34, a copy of the San Pablo Police Department ALPR policy is available here Automatic License Plate Reader (ALPR) Policy for public review.”
Policy Stated by San Pablo
- An ALPR may be used in conjunction with any routine patrol operation or criminal investigation. Reasonable suspicion or probable cause is not required before using an ALPR
- No member of this department shall operate ALPR equipment or access ALPR data without first completing department-approved training.
- No ALPR operator may access department, state or federal data unless otherwise authorized to do so
- If practicable, the officer should verify an ALPR response through the California Law Enforcement Telecommunications System (CLETS) before taking enforcement action that is based solely on an ALPR alert.
